Dholera Industrial City Development Limited is the joint-venture SPV of the Government of Gujarat and the Government of India that develops the region. It publishes two of the three registers used here. It appears in the land register because the allotment dataset records land transferred to it by DSIRDA as equity, which is not a commercial allotment.

DSIRDA has brought in its contribution in equity share capital by the way of allotment of 4830.83 hectare of Land (Previous Year: 4830.83 hectare) in Dholera Special Investment Region.
The largest single land transfer in the region. Two different units appear in the same annual report for what is described the same way: 4830.83 hectare in the audited note (p.71) and '48.31 sq. km ... valued at Rs 2,898.50 crore' in the Board's Report (p.20). Both are recorded here as printed; no conversion or reconciliation has been performed.

In DSIR an activation area (priority zone) has been identified which would be initially developed, out of total activation area, 1167.87 hectare is falling under the ownership of the Company and would be transferred on lease hold basis.
This is the leasable inventory inside the Activation Area, i.e. the pool the industrial allotments above are drawn from. 'Would be transferred' is forward-looking in the source.
Notes to the Financial Statement for the year ended March 31, 2025, printed page 100 : the source words
As per the Government of Gujarat - Industries and Mines Department Government Resolution (GR) dated November 03, 2018, 15% of land appropriated for roads would be transferred back to DSIRDA and would be leased back to DICDL on 99 years lease term at consideration of [rupee sign] 1 for development of Road Infrastructure.
Percentage only. The annual report states no absolute hectare or acre figure for this road land, so parcel_area is null. The rupee sign in this annual report is set in a font that does not extract to text; it is shown as '[rupee sign]' in the quote and the figure immediately following it is the digit 1 exactly as printed.

The words on this page, in plain English
These are the terms the government documents use. Each one is expanded here because a register is unreadable if you do not already work in one, and you should not have to.
- Dholera SIR
- Dholera Special Investment Region. A specific area of land south west of Ahmedabad that the Gujarat government notified for industrial development, with a boundary drawn on a map. A plot is either inside that boundary or it is not, and everything on this site refers only to the inside.
- DICDL
- Dholera Industrial City Development Limited. The government-owned company that builds the roads, water and power inside Dholera SIR and allots land to other companies. Its annual reports are audited and published, which is where the land and contract figures on this site come from.
- DSIRDA
- Dholera Special Investment Region Development Authority. The planning authority for the region, which approves layouts and building permission.
- Allotment and allottee
- An allotment is land handed over by the development authority rather than bought from a private owner. The company that receives it is the allottee. An allotment is recorded in a government document, which is why it can be listed here at all.
- Hectare
- Ten thousand square metres, which is about 2.47 acres or roughly 6.3 bighas at the Ahmedabad district bigha.
- Crore
- Ten million. One crore rupees is 10,000,000 rupees.
- OFFICIAL, REPORTED and TARGET
- The tag on a figure says how solid it is. OFFICIAL means it is printed in a government document. REPORTED means a named third party published it and the government has not. TARGET means it is a plan for the future, not an achieved number. Nothing is presented without one of these.
