The three registers, and what each one leaves out
This site joins three public records, read on 4 August 2026: the GujRERA project register (33 Dholera registrations), the Dholera SIR land allotment record (13 records) and DICDL's awarded works and service contracts (10 contracts). None of the three publishes a company identifier, so none of them can be joined to the others with certainty.
GujRERA project register
Kept by the Gujarat Real Estate Regulatory Authority. Every project registered under the Real Estate (Regulation and Development) Act carries a promoter name, a registration number, a registration date, land areas, an inventory count, the village, and a public record of quarterly progress filings and complaints.

Inclusion rule used by the source dataset: A project is included only if its own GujRERA record carries Dholera evidence: taluka segment DHOLERA in the registration number, authority segment DSIRDA, approvingAuthority naming the Dholera Special Investment Region Development Authority, subDistName Dholera, a moje/village inside the DSIRDA boundary, or the literal string DHOLERA in the registered name or address. Every matched criterion is written into dholera_evidence.
Of the 33 registrations, 3 carry the evidence tier INFERRED rather than OFFICIAL, meaning the Dholera location was established from the registration number and village rather than from the approving authority field. Those are marked on the company page.
What it does not contain
- No industrial allotments. RERA covers real estate projects sold to buyers, so the fab, the solar and cable plants and the industrial gas plant are not in it.
- No company identifier. The promoter is a name string. Two promoters with almost the same name cannot be distinguished from this register alone.
- Land area is blank on 10 of the 33 records, because the government page itself renders that line blank. Those rows print no data rather than a guess.
Dholera SIR land allotment record
Assembled from three official documents: the DICDL annual reports for FY2023-24 and FY2024-25, the Gazette of India notification that fixed the Tata Semiconductor SEZ footprint at 66.166 hectares on 9 April 2026, and DICDL's own land pricing page.

What it does not contain
- Per-company area, for all but two entries. The annual report gives one combined figure, 530 acres allotted at 31 March 2025 out of 1,519 acres available, and names four allottees against it without splitting the total.
- Allotment dates, except two. Only the two plots awarded by e-auction carry a letter of award date, 14 November 2024 and 24 December 2024. Every other allottee record has no allotment date in any source opened.
- Consideration. No document states what any named allottee paid. The published rate card is an asking rate, and the audited accounts record a nominal annual rent. Neither is evidence of a transaction price.
- A parcel register. Only one holding in the entire source set carries a plot and survey reference, the Tata SEZ footprint in town planning scheme 2A.
DICDL awarded works and service contracts
Taken from DICDL's own annual reports, which describe each project with a contractor name, an award basis, an award date, a cost and a construction start date. Eleven awarded records were recovered in total. Two of them are land e-auction letters of award rather than works contracts, and the source dataset separates them, so this site counts those two in the land register and not here.

What it does not contain
- Tender identifiers. Null on every record, in every source. Awards cannot be traced back to their tender notices.
- Estimated contract values. Null on every record, so no award can be compared with its own estimate.
- The five infrastructure packages. The annual report and the corridor monitoring reports both refer to Government of India approved packages totalling INR 2,784.83 crore for Dholera, and no source opened breaks that into packages with contractor names or values.
- Anything from the procurement portal. The nProcure awarded-tender queries returned zero rows for DICDL and zero rows for all clients, which is evidence that the capture failed, not evidence that no awards exist.
The source words, where one sentence names several companies
Some of these records come from a single sentence in a government document that names several companies at once. Those quotations are printed here, in full, once, rather than repeated on every company page they touch. Each company page points back to the one that covers it.

M/s Seksaria Buildcon LLP, in joint venture with The Amore Banquet, was awarded a plot through E-Auction for the development of a corporate 3-Star Hotel project in Dholera SIR. The Letter of Award was issued on December 24, 2024, and involves a total investment of approximately Rs. 35 Crore.

Why an aggregate view is worth building
Each register answers a different question, and no one publishes the union. A company can hold a plotting scheme under RERA, or a land parcel from the developer, or a construction contract from the developer, and until these three lists are laid alongside each other there is no way to see that almost no company does more than one of those things in Dholera SIR. That is a fact about the region, and it is only visible in the join.
